Tender Description

IP Australia is requesting tenders for the provision of Banking and Related Services, which cover:
 1.      Account Keeping, including compliance with the Core Protocols (see below);
2.      Secure Online Banking Management, including but not limited to -
2.1.   Electronic download of transaction data
2.2.   Initiation of Direct Entry processing
2.3.   Domestic and International EFT initiation
2.4.   Account enquiries
3.      Accounts Payable Service Line, including but not limited to -
3.1.   Direct Credits
3.2.   Cheque Facilities
3.3.   Foreign currency payments
3.4.   Corporate Credit card facility
4.      Accounts Receivable Service Line, including but not limited to -
4.1.   Online Web-based Credit Card Payment Gateway
4.2.   Direct Debit Facility
4.3.   International Receipts collections
4.4.   Merchant EFTPOS Facilities
4.5.   Other Receipts (via Australia Post and over the counter payments)
The Department of Finance and Deregulation has mandated Finance Instructions for Transactional Bankers: Agency Bankers (Finance Instructions) that set out the banker's obligations to the Commonwealth in the provision of banking services to agencies.  These instructions contain Core Protocols that are necessary for the central bank (RBA) to discharge its monetary policy responsibilities and for the Commonwealth to manage its "group" cash and debt.  The Core Protocols require that the banker has specific information technology systems capabilities in order to meet the Finance Instructions.  
The period of the Services is anticipated to be 3 years, with two one-year extension options.  IP Australia anticipates that the Services (or at least a commencement of transition to the Services) would commence no later than 1 July 2012.
